Rules of Assignments

1. How will you determine who relocates to the newly renovated homes?

In order of priority:
? Residents residing in the path of demolition/construction
? Families living at Air Force Academy Military Communities (AFAMC) the longest in the appropriate rank category and with bedroom eligibility for the homes, based on priority and the Date of Assignment
? Families who have already completed their initial lease term who are eligible for a voluntary move to a newly constructed or renovated home after all relocation moves for demolition and renovation have been completed.


Relocation Moves

1. When I move into a renovated/new home is it a paid move?

Yes. If you are relocating due to pending renovation of your home (ie. you have received a letter from Forest City), the government will pay for 1 move into a newly renovated or new home. A DITY or contracted move (handled by movers) is considered a “government paid” move. If you are moving because you requested to move from Pine Valley or a Douglass Valley home that is not scheduled for renovation, you will not be authorized a move. This would be considered a “voluntary move” and no reimbursement will be authorized (See item 2 below).

2. Can I get a government or DITY move off base if we choose not to accept a renovated/new home?

No. If you elect not to sign a lease with Forest City and move off base, this is considered a voluntary move and will be at the Service Member’s expense. 3. Are we reimbursed for telephone and cable connection fees after moving to a renovated/new home?

Yes, if the move was due to renovation or demolition. Simply bring the statement showing you paid installation charges to the Housing Referral Office to submit your reimbursement claim.

4. Am I authorized PDLA?

No. Per Title 37, Section 407, PDLA is not paid for moves to or from Privatized Housing.


5. Who is the POC for government moves and NTS orders?

All questions regarding Government DITY moves and NTS should be directed to Aleasha Moore at the Housing Referral Office by calling 333-2247.

6. How do I get items into storage?

Non-temp storage (NTS) is authorized for military members up to 30 days after a housing assignment. Members should bring an inventory list of furniture items ONLY to Aleasha Moore at the Housing Referral Office.

7. Can I remove items from NTS after moving into a renovated/new home?

Yes. However, NTS will not be made available again.

8. Will we be given a choice of homes?

Due to the limited number of renovated and/or new homes that are available, we are unable to provide options for families being relocated. Home assignments are being matched as best as possible to the home type you and your family are currently authorized to reside in.

9. If we relocate into one of the new ADA-adaptable homes, will we have to move if a family with a handicap need arrives?

Yes. If you have chosen to accept an ADA-adaptable home, you have no ADA requirement, and an incoming resident requires an ADA-adaptable home, we may need to relocate you to another home. This move will not be a government paid move. However, Forest City will pay for this type of moving expense.




10. Can we break our current lease if we don’t like the home that we are offered?

Yes. At the time you are offered relocation options, if you do not want to accept the home offered, the lease may be terminated and no termination fee will be charged. However, this will be a voluntary move at the Service Member’s expense.

11. Will Other Eligible Tenants (Peterson, Shriever, etc) receive a paid move if they lived on-base prior to 5/1/2007? What if they moved on-base after 5/1/2007? Will the government still pay for the move?

All active duty, to include any other members from another installation, will be a government paid move. Visiting Professors, civilians, retirees, etc. are not authorized a government paid move.

Forest City will pay to move Visiting Professors that are in the path of demolition/construction.

12. What are the cleaning requirements for my old home which will be demolished? If your home is being demolished and will not be re-rented:

• The appliances must be clean
• The home must be cleared of all personal property
• The home must be free of trash and other household refuse. No trash should remain outside for the next trash pick-up
• The keys must be returned at the time of the move out
inspection

13. How many days will I have to move?

• FCRM will notify you in writing thirty days, at a minimum, prior to relocation
• You will have one day to move, however FCRM will accommodate the schedule provided by the movers to the best of our ability
• Pack-out typically occurs on the day (sometimes 2 days) before the scheduled move date
• You will have 2 days from your scheduled move-in date into your new home to clean and clear your former home
• Exceptions will be addressed on a case by case basis

Other Frequently Asked Questions

1. What sections of Douglass Valley are designated officer homes and which sections are senior enlisted and junior enlisted homes?

While we are doing our best to maintain separation between officers and enlisted residents, until all of the renovated homes are completed and the relocations have been stabilized, we will not be able to establish firm boundaries. To the extent possible, we will attempt to establish separate areas for officers and enlisted personnel.

2. Are you still moving new residents into Douglass Valley?

• No new residents are being assigned to phase 3 through 5 in Douglass Main or the Upper Douglass Valley areas
• We will continue to assign new residents into later phase areas until approximately 6 months prior to the homes needing to be vacated
• Deciding when to stop assigning new residents is a tough decision. We must maintain the highest practical occupancy level while ensuring that every resident is offered a new home when their current home needs to be demolished.

3. Is there a waiting list for renovated or new homes?

No. We do not have separate waiting lists for new and existing homes. New incoming residents will not be offered a new or renovated home until every current resident has been offered a new or renovated home. Incoming residents will be offered existing, older homes until the demolition or renovation schedules require FCRM to turn these units over to construction.

4. I need a 4-bedroom home, but am in a 3-bedroom home now. Will I be relocated to a 4-bedroom home?

Yes, to the extent practicable. Eligibility is determined by AFA Housing Office Referral Specialist. If, however, we have more 4-bedroom needs than 4-bedroom homes, we won’t be able to accommodate everyone. Our intent is to match bedroom requirements whenever and to the maximum extent possible

5. I will be deploying/be deployed when my home is scheduled for renovation. Can I move before I deploy?

We will try to accommodate special circumstances if possible. However, please note that we cannot relocate you until new or renovated homes become available.

At the same time, we cannot hold renovation homes vacant for more than a few days because of the tight construction schedule. Depending on the particular home, we may have at most one week of flexibility in scheduling the move.

Service members should ensure their spouse is provided with a current Power of Attorney before deploying.

6. Will new cable wires be installed on the interior of the renovated/new homes?

Yes. New outlets will be installed in each bedroom. The Service member will be responsible for coordinating with the local cable provider to connect desired cable services.

7. Will new cable/telephone wires be installed on the outside of the renovated/new homes?

Forest City does not own the cable or telephone wires on the outside of the homes. Service Members should coordinate with the local cable or telephone provider to replace or repair outside cable or telephone wires as needed.

8. Who is the local cable provider?

Comcast and Dish Network are the two service providers that meet the installation requirements of Forest City. Direct TV is no longer an authorized provider due to their installation requirements.

9. Has the electrical system in the renovated home been upgraded?
Junction boxes in all units have been upgraded to meet code. New electrical is limited to new construction areas within renovated units. Existing electrical wiring must meet code in order to receive a certificate of completion prior to the unit being turned over to resident occupancy.
